The Employee Free Choice Act would trigger automatic certification of private-employer unions upon the presentation of collective bargaining authorization cards (pledge cards) of a majority of the bargaining unit. This would eliminate the most common tactics employers use to avoid bargaining with unions -- delaying certification elections and using pressure tactics on employees to discourage voting for unions.
