RAY CHIARAMONTE, THE ASSISTANT EXECUTIVE DIRECTOR OF THE HILLSBOROUGH COUNTY CITY COUNCIL PLANNING COMMISSION made a detailed presentation on MULTIMODAL TRANSPORTATION, the COMPREHENSIVE PLAN, and "new urbanism"/ AKA neo-traditional.
HERE IN HILLSBOROUGH COUNTY WE HAVE WHAT'S CALLED -- WE DON'T USE THE WORD "NEW URBANISM," WE CALL IT "NEOTRADITIONAL" ZONING CATEGORY THAT WE'RE WORKING ON THAT HAS BEEN ADOPTED AND IS BEING REVISED A LITTLE, AND OUR COMPREHENSIVE PLAN CERTAINLY ENCOURAGES THIS TYPE OF MIXED-USE DEVELOPMENT.
After the presentation the discussion included:
Discussion about the lack of parks and parking at Channelside; overuse of Water in Westchase; planning models in Europe and Denver.

Naming of Parks:
GAYE TOWNSEND: ON THE NAMING OF THE PARKS ISSUE, SOMEHOW I MISSED THAT ON THE MINUTES, BUT IT IS THERE.
I KNOW MS. SMITH SENT LETTERS OUT TO YOU -- OR I DON'T KNOW IF SHE SENT IT TO YOU, ANTHONY, BUT TO BRANDON, THAT WAS TO BE DISTRIBUTED ABOUT THE PARK IN TOWN 'N COUNTRY, AND THE ONLY THING I CAN SUGGEST SINCE IT'S NOT ON THIS AGENDA -- AND BRANDON IS GOING TO SPEAK TO ME AGAIN -- THAT WE DO VISIT THIS ISSUE IN JANUARY.
MOST OF YOU ARE NEW TO THIS BOARD, BUT WE WERE THE ONES THAT HELPED DEVELOP THE POLICY WITH -- THE BOARD OF COUNTY COMMISSIONERS HAD ASKED US TO DO THIS, AND THEN THEY APPROVED THE POLICY THAT WE SENT FORWARD, AND THEY -- AND I WANT EVERYBODY TO UNDERSTAND.
THEY HAVE THE RIGHT AT THEIR DISCRETION TO CHANGE WHATEVER THEY WANT TO OR NAME IT WHOMEVER -- AFTER WHOMEVER THEY SO CHOOSE, BUT THE ISSUE WAS THE ONE PART OF THE POLICY WAS TO INVOLVE THE COMMUNITIES, AND THAT'S NOT BEING DONE.
FOR INSTANCE, IT'S GOING TO THE PARK BOARD, AND THE PARK BOARD -- SOMEONE LOBBIES THEM, AND THEY NAME THE FACILITY WITHOUT INVOLVING THE CITIZENS' PARTICIPATION, AND THAT IS IN THE POLICY, SO I THOUGHT THAT WAS IMPORTANT.
AND ANOTHER ISSUE I WANTED TO DISCUSS IS HINDSIGHT, I SUPPOSE, BUT WHEN WE LOOKED AT THE POLICY, WE DIDN'T THINK THAT TWO FACILITIES WOULD BE NAMED AFTER ONE PERSON, AND THAT WAS ANOTHER ISSUE I'D LIKE TO SEE REVISITED, SO I HOPE WE CAN HAVE THAT ON JANUARY'S AGENDA TO SEE THAT THAT POLICY IS BEING FAIRLY USED, AND IF WE JUST HAVE TO WRITE FRIENDLY LETTERS OF REMINDERS, BUT IT'S NOT BEING USED THE WAY IT SHOULD BE.

SMITH, AND ALL OF YOU HAVE A COPY OF OUR POLICY THAT WE HAVE FOR THE COUNTY, TO REVIEW IT AND PROBABLY HAVE COMMUNICATIONS COME AND SPEAK TO US TO MAKE SURE -- AND IF WE HAVE TO JUST WRITE A FRIENDLY LETTER THAT THE COMMUNITY IS INVOLVED.
WHAT'S HAPPENED -- WHICH HAPPENED IN LUTZ, IT HAPPENED IN TOWN 'N COUNTRY -- THE COMMUNITY WAS SIDESTEPPED.
FOR INSTANCE, THE LATEST ISSUE, I BELIEVE, WAS -- YOU'RE FAMILIAR WITH HIM, THE DEVELOPER -- SHIMBERG.
THE COMMUNITY WAS UNDER THE UNDERSTANDING THAT THE PARK WOULD BE NAMED TOWN 'N COUNTRY TOWN CENTER.
WELL, THERE WAS A SMALL GROUP THAT WENT AND LOBBIED THE PARK BOARD, AND IT WAS NAMED -- AND TOOK IT TO THE BOARD OF COUNTY COMMISSIONERS.
IT WAS NAMED SHIMBERG'S GARDENS.
I BELIEVE THAT'S PROPER.
BUT THE ISSUE WAS THE POLICY STATES TO GO TO THE COUNTY ADMINISTRATOR AND HAVE THE COUNTY ADMINISTRATOR SET UP BASICALLY A MEETING WITH THE COMMUNITY FOR SUGGESTIONS OF THE NAMES AND NOT -- AS I SAID, IT'S HAPPENED IN LUTZ AND IT'S HAPPENED IN TOWN 'N COUNTRY, AND ALL I -- I THINK ALL OF US THAT WERE AT THE COMMITTEE -- ON THIS COMMITTEE AT THE TIME IS THAT WE JUST WANTED THE COMMUNITY -- ALL THE COMMUNITY TO BE INVOLVED AND BRING FORWARD THE SUGGESTIONS, AND IT SAYS THAT, AND THE LOOPHOLE IS THE BOARD CAN CHANGE, AND THAT'S FINE.
I HAVE NO PROBLEM WITH THE BOARD -- THEIR DISCRETION.
I JUST WANT THE COMMUNITY INVOLVED LIKE IT SAYS IN THE POLICY.
